If it was intended to combat tampering with quoted text, then it's a sledgehammer that prevents a legitimate and useful bit of editing [as you pointed out] presumably in an effort to stamp out misuse which the perpetrator could never get away with anyway.

There's nothing to stop you from bypassing the quote feature and posting your own parsed, I mean edited (yeah, that's what I meant) quotes. 😀

It depends on how you frame the question.

I don't know if it's an improvement or not, but either way it doesn't matter.
My point here is that it doesn't prevent anyone from monkeying around with someone elses words... where there's a will, there's a way.
