The millenium ended after 2000 years, so the 21st century began on the 1st of January 2001.

If we talk about the 10's we define the decade as starting with year 2010 and ending with year 2019.
The millenium ended after 2000 years, so the 21st century began on the 1st of January 2001.
- The first year was Y1 therefore the tenth year was Y10, and not Y9
- The year prior to Y1 AD was Y-1 BC, not Y0. Y0 doesn’t exist.
- So there is no option within the Gregorian calendar to have a decade, a century nor a millennium finish on the 31st December of a year ending with a number 9.
To check the mathematical congruence of such a premise (if someone actually needs to do so), one can simply try dividing 2019 by 10, or more simply dividing 19 by 10 in order to be certain that this year, 2019, is not the end of this decade.
However being the easy going chap that I am, I shall go along with this contrived celebratorial illusion and enjoy it very much despite holding within me the knowledge that everyone else is being duped.
