Did Russia and China vote against North Korea in the UN only because it is the only way to remain in the NPT? If so, why was the USA able to help Pakistan get nukes and remain in the treaty today?

Seriously though, can a nation remain in the NPT if they help another nation acquire nuclear weapons?
I once heard that Russia and China voted for sanctions against the DPRK so they could then profit more from illegal smuggling into the DPRK. That would explain the self serving interest of the vote. Have you heard of another reason they voted that way?
