I don't claim timeout victories because i know internet and stuff like that can be down. I think that it is fine claiming a timeout victory if you know for sure that your opponent isn't taking their turn because they don't want to be checkmated. But if you are claiming timeout victories even though you think your opponent may not be able to take their turn due to technical problems - then that means that either you are so stupid that you know that there is no other way you can win, or you are a very unkind person.
