It's mainly US politics discussed on this forum, so I thought you meant America, where COVID cases increase far more than anywhere else in the world.
Many countries have relaxed their social distancing guidelines. Why? Because masks and social distancing/lockdowns worked. Those relaxed guidelines lead to a second wave as people became too negligent regarding COVID.
